PGWP Rules – What Remains Unchanged
- Designated Learning Institution (DLI): You must complete your program at a PGWP-eligible DLI.
- Physical Presence in Canada: Students must still be physically present in Canada for most of their program.
- Existing Applications: If you apply for a PGWP before November 1, 2024, the new changes will not affect you.
- Flight School Graduates: Graduates from PGWP-eligible flight schools will be exempt from the new requirements, even if they apply after the deadline.
PGWP Eligibility Criteria – What’s New
New PGWP Eligibility Requirements (Effective November 1, 2024)
1. For Students Who Applied for Study Permits Before November 1, 2024
- University Graduates (Bachelor’s, Master’s, Doctoral): You must demonstrate proficiency in English or French, with a minimum score of CLB 7 (or NCLC 7 for French) in reading, writing, listening, and speaking.
- Other University Programs: The same CLB 7 (or NCLC 7) language requirement applies.
- College or Other Programs: You must meet a minimum language score of CLB 5 (or NCLC 5 for French).
2. For Students Applying for Study Permits On or After November 1, 2024
- University Graduates (Bachelor’s, Master’s, Doctoral): A minimum CLB 7 (or NCLC 7) in all language areas is required, with no additional restrictions based on your field of study.
- Other University Programs: A minimum CLB 7 (or NCLC 7) is required, and your field of study must be in high demand in Canada.
- College Graduates or Other Programs: You’ll need a minimum CLB 5 (or NCLC 5) in all language areas, and your field of study must be tied to occupations facing long-term shortages.
Language Tests and Proficiency
- English Tests: CELPIP-General, IELTS General Training, or PTE Core.
- French Tests: Test results must meet the corresponding NCLC standards.

- Exercise Science and Kinesiology (CIP Code: 31.0505)
- STEM (Science, Technology, Engineering, and Math):
- Molecular Genetics (CIP Code: 26.0802)
- Computer Science (CIP Code: 11.0701)
- Trades:
- Meat Cutting (CIP Code: 12.0506)
- Plant Nursery Operations (CIP Code: 01.0606)
- Transportation:
- Aircraft Pilot (CIP Code: 49.0102)
- Heavy Equipment Operation (CIP Code: 49.0205)
Spousal Work Permit Restrictions
- Spouses of master’s program students whose programs last at least 16 months.
- Spouses of doctoral students.
- Spouses of students enrolled in select professional programs or pilot programs.
Temporary Foreign Worker Program (TFWP) Adjustments
In response to rising unemployment rates in Canada (now at 6.6% as of August 2024), the government is making adjustments to the Temporary Foreign Worker Program (TFWP). These changes aim to address genuine labor shortages without displacing Canadian workers or suppressing wages.
